Personnel development
Personnel development in a narrow sense is the empowerment of the employees of Martin Luther University Halle-Wittenberg to forward their personal and professional development. In a broader sense, it includes the qualification of top-level specialists and executives for science, business and society. Because science thrives on mobility, personnel development always includes development for other institutions. Further, MLU seeks to establish a personnel development that leads to the fulfillment of its tasks in research, teaching, knowledge transfer, education and training. We want to enable our employees to contribute to the achievement of MLU's goals in addition to their individual goals. An essential part of this is the analysis and design of the personnel structure at MLU. Personnel development is thus an integral part of successful organizational development.
Strategic personnel development is in the interest of the employees and the Martin Luther University Halle-Wittenberg.
Background
Personnel development is a topic in numerous debates within universities, but also in national university policy debates, such as the reform of the Wissenschaftszeitvertragsgesetz (WissZeitVG). Keywords here are the plannability of career paths and permanent position concepts for a quality-appropriate safeguarding of specific permanent tasks.
Strategic personnel development gained recognition at MLU in 2018 and institutionalized with the establishment of the Prorectorate for Personnel Development and Structure in 2018. In the current term of office of the Rectorate (2022-2026), it will be further developed with the support of the Prorectorate for Personnel and Organizational Development. Universities are constantly evolving. Personnel development and personnel structure must be considered in profile and structure debates.
Objectives and Implementation
The personnel development concept for scientific personnel at MLU must be further elaborated and appropriate measures implemented.
The objective is to develop here as well a personnel development concept based on a survey of the science support staff. The further development and implementation of the personnel development concepts are carried out in close coordination with Department 3.2 - Personnel Development of the Central University Administration.
The filling of professorships is an essential structure- and profile-forming element of universities. Support and quality assurance in the appointment and evaluation processes is the task of the Prorectorate. Currently, a comprehensive online appointment portal is being implemented at MLU.
There is close contact with the Rector's Office for Diversity and Equal Opportunity, not only with regard to appointment procedures, but also with regard to personnel recruitment and promotion in general, in order to implement equality goals likewise.
Tenure-Track-Program
The increasing importance of interlinking the topics of personnel development and personnel structure development can also be seen in the tenure-track program jointly supported by the federal and state governments - in which MLU is also involved. Discussions about quality assurance and a sustainable anchoring of the tenure-track professorship as a recognized career path at MLU take place, for example, in the tenure-track steering committee.

- supports onboarding and qualification offerings specifically for newly appointed professors
- participates in strategic discussions in nationwide networks UniNetzPE and the Tenure-Track Network . Results of the network work: DUZ article "Kulturwandel anstoßen ", article in P-OE "Personalauswahl und damit verbundene Herausforderungen "
- is the point of contact and coordination at MLU for tenure-track professorships on issues ranging from evaluations to support services such as the Leadership and Careers in Science Network
- reviews all phases of the appointment process and chairs the appointment review committee
